Media Release: HOSPEEM-EPSU 2nd Regional Workshop in Southern Europe, 15 November 2019, Rome, Italy

On 15 November 2019 HOSPEEM, EPSU and one of the national project partners, ARAN (HOSPEEM Member, Italy), organised the Second Regional Workshop in Rome, Italy.

The meeting was the occasion to discuss the capacity building needs of sectoral social partners in the hospital sector in six Southern Europe targeted countries: Cyprus, Greece, Italy, Malta, Portugal and Spain, as well the level of involvement of the sectoral social dialogue partners in the health/hospital sector in those six countries in the European Semester.

The workshop allowed for an in-depth discussion on the current functioning of the social dialogue structures and institutions at the national, regional and local level and helped in identifying common challenges faced by social partners in their participation in and use of EU level social dialogue as well as in the European Semester process in the six countries respectively. A case study on Sweden was presented as a good practice example by Sandra Bergendorff (SALAR, HOSPEEM affiliate) and Göran Zettergren (TCO, Trade Union).

The project partners were delighted to welcome Ms Kristine Krivmane, European Commission who gave a comprehensive overview of the EU level social dialogue which was complemented by a presentation of activities of the Sectoral Social Dialogue Committee for the Hospital Sector by HOSPEEM. An insight into the European Semester process was also provided by HOSPEEM.

The event gathered around 60 participants, from 18 EU Member States. Contributions from employers and trade unions’ representatives from the six targeted countries, EPSU and HOSPEEM members as well as from academia allowed for a fruitful discussion on the current social partners’ challenges in the sector.

Regional Workshop 2: Southern Europe

The second Regional Workshop of the HOSPEEMEPSU joint project “Strengthening Social Dialogue in the Hospital Sector in the East, South and Central Europe”, took place on 15 November 2019 in Rome, Italy. The workshop was organised by ARAN (HOSPEEM member, Italy) and co-organised by HOSPEEM.

The geographical focus of this second workshop is on Southern Europe, specifically targeted at Cyprus, Greece, Italy, Malta, Portugal and Spain. The event aimed to gather EPSU affiliates and HOSPEEM members as well as representatives from trade unions and employers from the six targeted countries and from beyond as well as academia. HOSPEEM and EPSU members from other EU Member States were invited to participate to share their experiences.

On 14 June 2019 HOSPEEM, EPSU and one of the national project partners, Sanitas (EPSU affiliate, Romania), organised the First Regional Workshop in Bucharest, Romania.

The meeting was the occasion to discuss the capacity building needs of sectoral social partners in the hospital sector in four Eastern Europe targeted countries: Bulgaria, Hungary, Poland and Romania, as well the level of involvement of the sectoral social dialogue partners in the health/hospital sector in those four countries in the European Semester.

The workshop allowed for an in-depth discussion on the current functioning of the social dialogue structures and institutions at national, regional and local level and helped in identifying common challenges faced by social partners in their participation in and use of EU-level social dialogue as well as in the European Semester process in the four countries respectively. A case study on Sweden was presented as a good practice example.

The project partners were delighted to welcome Mr. Madalin Alexandru, Romanian Ministry of Labour and Social Justice and Mr. Andrei Dorobantu, Romanian Ministry of Health, who gave a comprehensive overview of the current status of collective bargaining and their exchanges with the social partners in Romania which was complemented by the experiences and assessment of Romanian trade union colleagues present.

European Commissioner for Employment and Social Affairs, Marianne Thyssen, had sent a video message to participants, stressing how the existence of strong sectoral social partners is a prerequisite for the success of the functioning of or the relaunch of the Social Dialogue, in particular in the context on the implementation of the European Pillar of Social Rights. She also highlighted the importance of creating an enabling environment – and the role and actions by the European Commission in this regard – which allows for an efficient and well-functioning social dialogue at different levels.

Danish Regions’ committee study visit in Brussels, May 2019

On 09 to 10 May 2019, the Danish Regions’ Wage and Practitioners Committee visited HOSPEEM in Brussels. The Committee is constituted by regional politicians and advises the Danish Regions’ board of directors on matters related to collective agreements and development with regard to hospital staff as well as the general practitioners, practicing specialist, physiotherapists etc. The Committee has a big focus on recruitment, wages, work environment, pensions, the development of staff skills and medical coverage.

The HOSPEEM staff gave an overview of its latest activities and achievement, highlighting the Joint Declaration on Continuing Professional Development, the Code of Conduct on Ethical Recruitment and the follow-up report on the medical sharps. The Committee also met with representatives from the European Commission having the opportunity to discuss Denmark in the European Semester, the European Social Dialogue as well as the latest legislative developments on occupational safety and labour law.
