The year 2019 at a glance: HOSPEEM Activity report

The HOSPEEM Activity Report 2019 is published. This activity report presents key information on HOSPEEM and the main activities carried out during the year.

2019 has been a year rich in achievements for HOSPEEM ensuring that the views of hospital and healthcare employers are being heard at the highest level.

Firstly, the HOSPEEM-EPSU project on “Strengthening Social Dialogue in the hospital sector in the East, South and Central Europe” has successfully started with regional workshops taking place in Bucharest in June 2019 and in Rome in November 2019.

Secondly, several HOSPEEM experts and representatives shared their knowledge across Europe joining their efforts to actively represent members’ views in the European arena.

Thirdly, a new work programme 2020-2022 for the European sectoral social dialogue was successfully adopted.

HOSPEEM-EPSU Joint Work Programme 2020-2023 for the European Sectoral Social Dialogue in the Hospital Sector

In December 2019, the Sectoral Social Dialogue Committee for the Hospital Sector (SSDC-HS), HOSPEEM and EPSU reached a final agreement of the Joint Work-Programme 2020-2022.

In November 2021 at the plenary meeting of the Sectoral Social Dialogue Committee, HOSPEEM and EPSU extended the Work Programme until 2023.

It is structured around four major thematic priorities, i.e Occupational Safety and health, recruitment and retention of the health workforce,  Continuing Professional Development and Life-Long Learning, European/ EU-level healthcare policy. Each sub-theme is presented with specific objectives, deliverables and a timeline.

Patients as teachers: FEHAP initiative on the involvement of patients in the education of professionals

Alice Casagrande (FR), a HOSPEEM Expert on CPD and LLL, spoke at the European Patients’ Forum Congress in Brussels on 13 November 2019 during the plenary session “Patients as teachers – a deep dive into professional education” as the FEHAP representative.  Alice Casagrande is  the Director of the LLL, innovation and voluntary work at the Fédération des Etablissements Hospitaliers et d’Aide à la Personne, Privés Non Lucratifs-FEHAP, the HOSPEEM member in France.

Ms Casagrande talked about the involvement of her organisation (an employer’s federation representing non-profit organisations) in a project called ‘Partners in Knowledge’. This promotes a commitment to involve patients and social service users in professional education. Inspired by the Vancouver statement on professional education (2015)  and the interprofessional health mentor programme of the University of British Columbia in Canada, Ms Casagrande underlined that we should not just be looking at medical students; other healthcare professionals – e.g. nurses, midwives, occupational therapists, dentists…- are also part of the overall health provision picture. This is based on the notion of interprofessional education, which entails that students should learn around or with the help of a patient, a disabled person or a carer. Involving the broader spectrum of healthcare providers will improve communication with one another in relation to person-centered care.

The project has been ongoing since 2015, with a small group of committed representatives from relevant stakeholders. Information on experimental programmes in health care and social services involving patients and social services users were collected. The Swedish ‘gap-mending model‘, where training involves those people in the services that are intended for them was one of these; this programme has found that such learning substantially reduces the distance between health and social care providers and the people concerned.

The work has led to the formulation of the ‘Partners in Knowledge’ statement, addressing the involvement of patients and social services users in continuous education, which has already been signed by the French health minister as well as by major students’ unions.

Media Release: HOSPEEM-EPSU 2nd Regional Workshop in Southern Europe, 15 November 2019, Rome, Italy

On 15 November 2019 HOSPEEM, EPSU and one of the national project partners, ARAN (HOSPEEM Member, Italy), organised the Second Regional Workshop in Rome, Italy.

The meeting was the occasion to discuss the capacity building needs of sectoral social partners in the hospital sector in six Southern Europe targeted countries: Cyprus, Greece, Italy, Malta, Portugal and Spain, as well the level of involvement of the sectoral social dialogue partners in the health/hospital sector in those six countries in the European Semester.

The workshop allowed for an in-depth discussion on the current functioning of the social dialogue structures and institutions at the national, regional and local level and helped in identifying common challenges faced by social partners in their participation in and use of EU level social dialogue as well as in the European Semester process in the six countries respectively. A case study on Sweden was presented as a good practice example by Sandra Bergendorff (SALAR, HOSPEEM affiliate) and Göran Zettergren (TCO, Trade Union).

The project partners were delighted to welcome Ms Kristine Krivmane, European Commission who gave a comprehensive overview of the EU level social dialogue which was complemented by a presentation of activities of the Sectoral Social Dialogue Committee for the Hospital Sector by HOSPEEM. An insight into the European Semester process was also provided by HOSPEEM.

The event gathered around 60 participants, from 18 EU Member States. Contributions from employers and trade unions’ representatives from the six targeted countries, EPSU and HOSPEEM members as well as from academia allowed for a fruitful discussion on the current social partners’ challenges in the sector.

PSEF Joint Statement on the EU priorities 2019-2024

On 16 October 2019, the members of the Public Services Employers’ Forum (PSEF) released a PSEF Joint Statement on the EU priorities 2019-2024 . The members of the Public Services Employers’ Forum(PSEF), representing Public Services and Services of General (Economic) Interest (SG(E)I) employers and providers, are looking forward to the new legislative term and would like to take this opportunity to introduce their role and priorities with a view to future dialogue with European Union (EU) decision-makers.

The statement has been signed by HOSPEEM, CEEP, CEMR, CER, UITP, EFEE and EBU.

Media Release: HOSPEEM-EPSU First Regional Workshop in Eastern Europe, 14 June 2019, Bucharest, Romania

On 14 June 2019 HOSPEEM, EPSU and one of the national project partners, Sanitas (EPSU affiliate, Romania), organised the First Regional Workshop in Bucharest, Romania.

The meeting was the occasion to discuss the capacity building needs of sectoral social partners in the hospital sector in four Eastern Europe targeted countries: Bulgaria, Hungary, Poland and Romania, as well the level of involvement of the sectoral social dialogue partners in the health/hospital sector in those four countries in the European Semester.

The workshop allowed for an in-depth discussion on the current functioning of the social dialogue structures and institutions at national, regional and local level and helped in identifying common challenges faced by social partners in their participation in and use of EU-level social dialogue as well as in the European Semester process in the four countries respectively. A case study on Sweden was presented as a good practice example.

The project partners were delighted to welcome Mr. Madalin Alexandru, Romanian Ministry of Labour and Social Justice and Mr. Andrei Dorobantu, Romanian Ministry of Health, who gave a comprehensive overview of the current status of collective bargaining and their exchanges with the social partners in Romania which was complemented by the experiences and assessment of Romanian trade union colleagues present.

European Commissioner for Employment and Social Affairs, Marianne Thyssen, had sent a video message to participants, stressing how the existence of strong sectoral social partners is a prerequisite for the success of the functioning of or the relaunch of the Social Dialogue, in particular in the context on the implementation of the European Pillar of Social Rights. She also highlighted the importance of creating an enabling environment – and the role and actions by the European Commission in this regard – which allows for an efficient and well-functioning social dialogue at different levels.

The event gathered around 30 participants, EPSU and HOSPEEM members as well as representatives from trade unions and employers from the four targeted countries and from beyond as well as academia. HOSPEEM and EPSU would like to thank Sanitas for organising and hosting the workshop.

HOSPEEM Study visit to France in May 2019

On 9 May 2019, HOSPEEM visited its French member’s organisation, the Federation of private not for profit healthcare institutions and care services – FEHAP.

HOSPEEM had a meeting with Mr. François Grimonprez, FEHAP Director for Networks and Institutional Services. The meeting provided with the opportunity to exchange information on FEHAP and HOSPEEM current priorities and challenges and discuss EU main topics and initiatives in the healthcare and hospital sector. It also allowed to get an insight into the system of collective bargaining in France and into the role of the independent employers in the healthcare sector.

Institut Mutualiste Montsouris

HOSPEEM also had the chance to visit the Institut Mutualiste Montsouris, FEHAP member and to meet with the Director of Communication, Ms. Laurence Bourgine, who provided with an insight view of the hospital’s surgical expertise and its innovative approach to patients’ treatment and well-being.

HOSPEEM would like to thank François Grimonprez, Laetitia Tibourtine, as well as the Institut Mutualiste Montsouris for the warm welcome and the fruitful exchange.
